Vista’s Visor: 45 AP, 200 health, your abilities speed up allies and slow down enemies

Arsonal now has a 1 second warning period to get out of range before it detonates

Manton‘s movement speed changed from 100% of The Siberian‘s movement speed to 3 + 100% of The Siberian‘s bonus movement speed
- This should stop Manton from getting rooted if The Siberian is slowed.

Bystander Effect now correctly gives 5 mana per minion death, not 500
Burnscar‘s animation no longer jerks after autoattacking more than once
Bakuda’s Cranial Bomb graphic no longer persists after it reaches the end of its range
Panacea’s Cure no longer damages allies instead of healing them
Attempted to fix cleanup errors on victory / defeat
Attempted to fix bug where Manton‘s health would flicker randomly
Attempted to fix bug where projectiles sometimes don’t show up for the player that didn’t create them
Attempted to fix bug where Burnscar can proc Arsonal‘s passive on enemies that are not on fire
